Minutes of the Meeting of Profs Surichai Wun’ Gaeo and Tolentino on 4 November 2009 at the Institute of Agroforestry, UPLB
Major decisions made:
That Prof. Tolentino should spearhead the application for Grant Program for Intellectual Exchange Conference to Japan Foundation. Its deadline is nearing so she has to fast track the application. The application for the grant will cover the expenses associated in bringing in at least 13 keynote and plenary speakers from the International Rural Sociology Association (IRSA), from the USA, Australia, Japan, South Korea and Asia. These will cover their airfares, board and lodging and hotel expenses. Much more, local transportation expenses should be integrated in the funding proposal, the publication costs of proceedings, venue and equipment rentals. A small amount of honorarium for Conference assistants should be included in the application.
We have decided to have the conference papers be collected in advance so that it will be published just in time for distribution during the conference. The papers will be reviewed by the Board Members of ARSA and language edited. The funding for this will be included in the application from Japan Foundation. In this connection, the deadlines of abstract and full paper submissions are revised from March 31, 2010 and June 30, 2010 to January 31, 2010 and April 30, 2010, respectively.
The suggested registration fee from the meeting of Profs Ikegami and Tolentino was upheld. The registration fee of the participants will be used to fund the preparatory activities and the food during the conference.
We agreed that I will just coordinate with the Bicol University Organizing Committee the things and arrangements that should be put in place. However, I have to visit Legazpi sometime during the Christmas break to finalize all the agreements particularly with Hotel Venezia.
Prof Surichai will find ways to bring the Board Members of ARSA to a meeting in Bangkok sometime in January 2010 to discuss the forthcoming conference preparations as well as to seek their commitments to review the papers for the conference publication.
The ARSA website www.arsa1996.org will be one of the avenues to announce the conference. However, Prof Surichai will start communicating with the potential keynote and plenary speakers soon.

6. Organizing Committee
The organizing committee is expected to submit funding proposal to Japan Foundation with the following contents: Potential Plenary Speakers, Timetable of Activities, Potential Participants, Expected Outputs and the Budget. The budget proposal shall include the following: Conference and break up room rentals, use of equipments, publication of proceedings, supplies and materials, and funding for the airfare and food and accommodation expenses of keynote speakers. Keynote speakers shall come from International Rural Sociology Association (IRSA) (2), India (1), China (1), South Korea (1), Indonesia (1), and Thailand (1).

9. Proceedings
We agreed to have a published proceedings of the conference. But the papers to be included in the proceedings are the reviewed ones by the members of the Board of ARSA and have undergone language editing. We propose to have the proceedings distributed during the Congress.
